Not sure why the webmasters of these sites are simply not arrested, as anyone who would actually put up a site with 'groping tips' and 'best trains to fondle girls' is obviously an offender...
Freedom of speech man. You may not agree with what they are saying, but you have to agree that they have a right to say it. (to a certain extend anyway).
Freedom of speech is fine. Speaking about how to violate someone and passing the information on to others so they can commit the crime without getting caught is a different story. Gropers should get their hands cut off!
Hence the usual disclaimers on these sorts of sites that remind the reader that, after all, they are not *really* advocating going out and violating people.
